Abstract
The paper discusses the regulatory bioethical function and the role of subjects in the rulemaking process. Rulemaking is a party of normagenesis occurring in bioethical discussions. The subjects take part in the debate of surrogacy whose positions may be reflected in the new norm. The role of experts in bioethics is evaluated as uninfluential one.
