Abstract
This article is devoted to the problem of the institutionalization of party systems. The article views the notion of institutionalization of the party systems. The process of formation and development of political parties as an institution depend on the factors and conditions, that identify in this article. It is given an analysis of the factors that hampering the process of institutionalization of party systems in Russia.
